The Elite might be afraid of our ingenuity, for we are resilient as humans, and creative. Can we encourage people to be self-reliant? How do we exit the cities? Community Supported Agriculture (CSA) with organic farming practices can feed the people without relying upon fossil fuels and the fertilizers, pesticides and herbicides derived from them.
Much of the corporate industrial farming exists to support a growing population that should not be sustained on a finite planet.
Our "owners" (Carlin), the ancient lines of royalty, nobles and financiers, are the apex-predators of the global ecosystem, as most of us humans have become grazing animals since developing agriculture. They use war, famine and disease to control our herd sizes.
Fossil fuel use in the last 300 years has vastly increased the support capacity of the Earth for our human herds, but fossil fuel net production peaked late last year, so the support capacity will decrease from here on, and they need to reduce our herd sizes.
Things make sense in that context, but not in most other contexts.
Our owners look to their own long term power by optimizing their herds to produce and fight for them.
They are now forced into resource war between competing elite factions, which rapidly and destructively destroys resources and industry, but there is nothing else to do when it gets to this point, is there?
Re-arranging power-coalitions seeks to minimize the destruction and depletion that is "necessary".
There are other ways to gently and covertly cull the masses now, like junk-food and "vaccines", right?

In my own amateur read of history, the time to do this was 1991-1992 after the fall of the Soviet Union. The Boomer generation of policymakers could have recreated the US after the Cold War, but instead of acting as a respected member in the family of nations they decided to accelerate the US toward global hegemony. They enriched themselves at the expense of all other generations with their neoliberal economic policies and neoconservative foreign policies. I don't know what economic policies work best, but I know the ones we took did not.
