If it was just one thing, there may be hope, but it is so many things, like the election system, courts, the nature of the senate that is not majoritarian, the legal framework under which all this is litigated where people in power effectively enjoy immunity for their crimes because they are too big to fail and too important to prosecute.

The problem isn't so much our failure to prosecute corrupt politicians. Even if that were a thing, it probably wouldn't much affect the decisions they make at the time. The problem is that they are "in power" at all, and that nobody else has sufficient power to block and resist the horrible things they do at the time because it serves their immediate interests.
