It is a useful illusion when understanding the "what" of events as they unfold, but that causes the "why" of those events to disappear or to be discussed in such broad terms talk becomes meaningless. The components of US society should always be remembered. Of those components the one that has the power to actually "do" something is the Oligarchy. The Oligarchy is not a monolithic horde, but they control the Republican and Democratic Parties, which distract the population with phony issues like Critical Race Theory, LGBTQ issues and Abortion, while they funnel ever more wealth to their Oligarchic Benefactors.
Until the Oligarchy is destroyed, nothing will change. We need to go beyond just Gates, Musk and Soros, but also identify the Oligarchs who live in Ukraine and Kazakhstan who have bribed our politicians so they might continue to steal the wealth of their nations.

It’s clearly not any recent U.S. president. Those have all been mostly dull tools of greater powers (except, arguably, JFK, and we know how that turned out). I don’t doubt that a Deep (or Persistent) State manipulates U.S. presidents (and Congresses and Supreme Court justices, etc.), but I don’t think CIA directors are running The Empire, because there are just too many warring factions within U.S. government to form a coherent, unified entity. The CIA, DIA, NSA, DHS, DOD, DOJ, and the State Department are probably as much at war with each other as they are with all their supposed (or pretend) enemies.
Clearly, oligarchs—the Davos crowd, or the invitees to the recent meeting in Sun Vally, Idaho—are likely candidates for world domination. But I have trouble believing the likes of Mark Zuckerberg or Bill Gates are running the world. They have unimaginable wealth and power, but they also have unimaginably enormous egos. So I can’t see them, with their neuroses, envy, and conflicting self-interests ever unifying into an effective ruling group.
The next best candidate is one of the ancient criminal syndicates—Mafia, Tongs, Yakuza, or some central Asian Kazarian mafia you hint at—that always seem to mysteriously accompany the latest iteration of The Empire. Yet, again, it seems doubtful that a unified leader or organization could ever rise out of all that competitive, territorial bloodshed.
So I’m skeptical that any group of modern humans, and certainly not any one individual, could so successfully and absolutely control the world. No person, nor even any organization of brilliant people, has, in my opinion, the collective cognitive ability to architect The System, write The Narrative, or so masterfully run The Empire.

This is where The Matrix starts to seem more than just plausible. It seems we will never know enough to figure it all out. Or, is The Ruler hiding in plain sight? Or, are we all It?

The government agencies you named that make up the "Deep State" intersect with the other two (very) general groups. They too have their own agenda. Some of them just enjoy "playing the game". A game in which they make up their own rules and determine for themselves what "winning" consists of.
In the end, we all determine for ourselves what "winning" is. And there's the problem. At this point in history, the "good people" (which you can define anyway you want) are unable to organize themselves in any way to effectively counter the "bad people".
I keep saying "It's the Oligarchy", because the economic system that now dominates the world is Capitalism which has been prostituted so much that it serves the Oligarchy the "best" (again for however you want to define "best"). If the "rest of us" (meaning the "little people" which is anyone who isn't in the Oligarchy) want different outcomes, we have to organize to reign-in (or even destroy) the Oligarchy. The kind of society that might come out of that may still be Capitalist or it may be Socialist. I don't really care what it is called, as long as everyone has health care, free education, freedom from hunger, and adequate shelter. All goals our politicians wave in front of us, but never deliver on.
FWIW: you might find Asimov's Foundation Series (which is now on Apple TV if you don't want to read the book) helpful. It is a fiction book where the main character claims to be able to predict "future history". The twists and turns of the plot are quite fun.

Re chaotic systems, I definitely think it's relevant and does explain much, but I'm inclined to think (perhaps erroneously) that there is some kind of intelligence behind it all--some emperor/empress, mob boss, AI, archon, or demiurge. But that may be my own vague human need for a simple answer.
Regarding human nature, I see the best and worst of it as just that: humans are social animals and therefore empathy and cooperation are in our DNA, however, so is folly, greed, violence, and territorialism. Slavery in the Americas didn't start with Columbus. Claiming that only benevolent impulses constitute who we are I find a problematic proposition. (This in no way means I endorse the enactment of said darker impulses; an alcoholic is still an alcoholic but can choose to no longer drink.)
