It's very possible under fascism. The Germans organized their mass murder campaigns very carefully. Generally kept the routine daily murders from the public. Kept their victims very calm and unaware of what was about to happen to them, until they performed "Genickschussanlage" - the very efficient shot to the neck, with their victims often not even being aware they were about to take their last breath. The murder of human beings became industrial under German fascism.
