The walling-off of groups into their own little protective bubbles unwilling to listen to outside voices to me feels planned, whether it was or not.

One tactic is pushing the envelope: if you can get away with one terrible action, it paves the way for the next. They understand the reluctance of the population to understand, because it is depressing for one thing, and incriminating for another.
