He said that he never believed that the Saudis had the technical wherewithal to pull off the attack, and that a highly respected intelligence head in Jordan said that he “knew” it was Mossad. At that, he stipulated that Mossad couldn’t do it and wouldn’t attempt it without inside help. I am inclined to believe that a very small number of hardcore true believers may have looked the other way or facilitated the attack, but I highly doubt that there was a high percentage of Bush admin people who saw that coming or contributed. I think people at the control levers are subject to becoming jaded.
