It is always the foot soldiers who do the "work" and they do it in hopes to increase their standing with the uppers so they won't be in danger getting on the wrong side of evil by being WITH evil. I know this sounds crazy but this is the mechanism of self-preservation in people who have decided it is better to stay afloat on top than drowning in the slush. And they do it at any cost to others!
