OF course they have BUT I doubt they are in Africa or China and if they are they will be accepted but watched.
Unfortunately the USA/UK/Europe have allowed this to happen by denying International Law which means nothing any more..
IF International Law is now defunct (because of the above white races) turning away, then they have absolutely no collateral in the World.
There is nothing to stop Africa building their own International Laws.
