The "rules based international order" was not promulgated until the last decade or so. It is an evolution of the slogans used by the American Oligarchy to impose their will on the entire world. They didn't "give" anything. They made up documents that made unjustifiable claims and wave those documents in front of us as if they have any meaning other than "We're going to kill Palestinians so we can continue our hegemony over the Middle East."
