For example: Wouldn't you say a country that has the highest literacy rate in all of the Americas, that has the highest rate of home-ownership in that same continent, that has the highest doctor-per-capita rate of the _planet_, is doing a pretty good job at distributing power amongst the citizenry? I'd say so... (Btw that country isn't Canada, and if you thought it was the USA, go see a doctor...)
