Qatar has already taken on the job according to recent remarks on aljezeera. They have demands but have agreed with the “2 state idea” Their demands I believe have to do with Israel having no part on the process and no power whatsoever over Palestinian State. They have the resources and will rebuild the necessary infrastructure once Israel leaves and agrees to the plan!? Israel so far does not agree. I believe this was stated in the recent meeting in Doha.

I believe that it ultimately will, but there are a few roadblocks ahead.
Get and keep every IsraHelli out of Gaza unless they wish to help rebuild what their apartheid nation has wrought.
Temporarily put Gaza and the West Bank under the control of UN peacekeepers.
Big question: who is willing to put the resources into rebuilding Gaza? The EU once remarked, we’re tired of rebuilding what IsraHell tears down.
Can we count on wealthy Gulf states to do so? That remains to be seen.
