Many reports say that CISA (Cybersecurity and Infrastructure Security Agency) originated the claim it was Russian hackers. This is a sub agency of DHS. DHS was one of the hacked agencies. The hack supposedly ran for months without detection across multiple agencies taking untold amounts of info.
So the analogy is Barney Fife, master of perception hires an assistant. After months of money disappearing nearly daily and undetected from the Fife controlled jail cash box, the assistant discovers the ongoing theft. Immediately this crack assistant, who has been at the jail the entire time, also missing the continual theft under his nose, becomes the expert smarter than the thief to know who did it. But instead of covertly setting a trap to trap the thief, the assistant tips off a journalist.
And the reports suggesting that bad actors have been stealing / attempting to steal vaccine research? OMG! They are going to create WMH (weapons of mass healing)! That research should have been open source from the beginning. I really don't believe the public is as stupid as "people familiar with the matter" assume.
