Do you remember that mini series within the whole Dr. Who series about the world that as it turned out was ruled by a piece of intelligent seaweed? This Empire; it's ultimate ruler appears to me to be some totally immature toddler, the terrible sevens; isn't that what it's called? Sounds like temper tantrums at times.
Are these people so terribly flawed as humans that if they didn't hire front men/women etcetera, that no one would take them seriously for even a moment?
