The last COP and all those before it, failed because there were more fossil fuel lobbyists than climate scientists present and the last two COPs were hosted by petrostates, backed by Govts who are in thrall to the oligarchs.
The fault lies not with the UN, but with Govts that are bought and paid for by the fossil fuel companies.
