The UN tries to do all it can with what power it has - who the hell do you think ruled that Israel is committing genocide or issued arrest warrants for Netanyahu? If you want a 'global rules based order', the United Nations (or the Nations United), is the best way to achieve that.

And for the conspiracy theorists out there -> this ISN'T a conspiracy. This is the normal way in which POWER (and Capitalism) works. Most people don't see the hidden moves and ulterior motives of power (and their organizations).
The last COP and all those before it, failed because there were more fossil fuel lobbyists than climate scientists present and the last two COPs were hosted by petrostates, backed by Govts who are in thrall to the oligarchs.
