Change SYSTEMS (that's what cybernetics is all about - designing better systems and timely feedback loops so that systems can continuously be evolved based on different inputs). Hence, change CAPITALISM into something better (using combinations from the best of capitalism, socialism communism, and other isms and variations).
But before deciding what SYSTEM should replace the existing one (neoliberal capitalism), experimentation and observation of such small experiments need to be performed in various countries and socio-economic conditions, and then the results need to be analyzed and systematically studied - so that we don't replace Capitalism with something equally bad (or worse).
