They literally tell you what a government said. They publish this as journalism. If Israeli or Ukrainian officials say X is true, Western media doesn't merely say X is true, they say what their officials say about Israel or Ukraine saying X is true.
State officials are cited because you're supposed to accept what they say as the official story. Disagree, and you need to provide mountains of ironclad evidence to prove your case that liars are lying and should be questioned*
